DENVER, CO – January 7, 2003 – Jabber, Inc., a leading software developer
of secure instant messaging and presence-enabled communications, whose investors

FTE), today announced that it has kicked off its project with IBM’s Capital Wireless
Integrated Network (CapWIN) team on the development and implementation of the
multi-jurisdiction emergency network. The Jabber Communications Platform was
selected in August to be a core component of this service.
CapWIN was created by a consortium of law enforcement, fire, transportation,
and emergency medical agencies in the Washington D.C. region. The system will
be the first multi-jurisdiction, multi-discipline network of its kind in the
nation and will eliminate many of the communications bottlenecks that now hamper
emergency response coordination.
Law enforcement agencies will be able to instantly communicate using Jabber’s
secure, real-time instant messaging platform, allowing better coordination between
users in multiple agencies responding to an emergency. Individuals can instant
message each other or create secure online “incident rooms” to communicate with
multiple individuals in real-time. For example, a police officer arriving at
an emergency can create an incident room and request assistance from other available
agencies or officers, regardless of where they are located.
